Anna Hörter is a Senior Associate in the Berlin office of 365 Sherpas BPI – Corporate Affairs & Policy Advice.

Her work focuses on digital policy at the German federal and EU levels. She is passionate about technologies for which the regulatory rules are still being written. Her expertise lies at the intersection of digital, foreign, and security policy and strategic communications, with a focus on AI governance, disinformation, and digital gender-based violence. 

Prior to joining 365 Sherpas BPI, Anna Hörter served as Communications and EU Project Manager at TÜV AI.Lab, where she was responsible for the EU project EUSAiR to establish AI regulatory sandboxes and shaped the company's strategic communications. Previously, she conducted research at the German Institute for International and Security Affairs (SWP) on hybrid threats, disinformation, and digital sovereignty in Sub-Saharan Africa, published on digital gender-based violence in Kenya, and managed the blog project Joint Futures on the German federal government's Africa policy. She gained further experience in development policy research at the German Development Institute in Bonn (now the German Institute of Development and Sustainability, IDOS) and as a fellow at the Think Tank School of the German Council on Foreign Relations (DGAP). 

Anna Hörter studied political science and history at the University of Bonn (Rheinische Friedrich-Wilhelms-Universität Bonn). Her background includes stays abroad in Salamanca, Spain, and the United States. She speaks German and English and has basic knowledge of Spanish and French.
